Meaning of Old Norse word "þögn-horfinn" (or þǫgn-horfinn)

As defined by the Cleasby & Vigfusson Old Norse to English dictionary:

þögn-horfinn (þǫgn-horfinn)

part. ‘silence-bereft,’ i. e. noisy, an epithet of a mill, Gs. (απ. λεγ.); the passage is not quite clear, and an alliteration seems to be wanting.

Orthography: The Cleasby & Vigfusson book used letter ö to represent the original Old Norse vowel ǫ. Therefore, þögn-horfinn may be more accurately written as þǫgn-horfinn.
