Meaning of Old Norse word "þinga-kvöð" (or þinga-kvǫð)

As defined by the Cleasby & Vigfusson Old Norse to English dictionary:

þinga-kvöð (þinga-kvǫð)

f. a summoning persons to an assembly, to perform public duties there; vanda skal búa í þingakvöð, Grág. i. 142.

Orthography: The Cleasby & Vigfusson book used letter ö to represent the original Old Norse vowel ǫ. Therefore, þinga-kvöð may be more accurately written as þinga-kvǫð.
